Who Has Prepared the Reform?

>      Administrative reform has been one of the principal objectives of Prime Minister Jerzy Buzek's government. As a result, the organisational structure of the teams responsible for the design and implementation off the reform has been given special consideration. Designing structure may be depicted as two overlapping triangles:one political, and the other one, executive. The former is comprised of Prime Minister Jerzy Buzek, Deputy Prime Minister and Minister of Finance Leszek Balcerowicz, and Deputy Prime Minister and Miinister of Internal Affairs and Administration Janusz Tomaszewski. The executive triangle includes the Secretary of State, Michal Kulesza, the Government Plenipotentiary for the Systemic Reform of the State; Vice-Minister of Finance Jerzy Miller; and Vice-Minister of Internal Affairs and Administration Jerzy Stepien.
 
      The agency responsible for the preparation of laws and the co-ordination of all matters relating to the reform has been the State System Reforms Department in the Chancellery of the Prime Minister, responsible for the implementation of these tasks on behalf of the Government Plenipotentiary for the Systemic reform of the State, Michal Kulesza.
 
      To meet the challenge of implementing the reform, a separate apparatus has been set up in the Ministry of Internal Affairs and Administration run by Jozef Ploskonka, Undersecretary of State in Ministry of Internal Affairs and Administration. He also manages the Team for the Implementation of the Public Administration Reform and supervises government delegates in the voivodships.
